Professional activities


Yerevan State University

1996-2006 Lecturer of constitutional and international law, associate professor

2006- to date Founding Head of the Chair of European and International Law

Being a lecturer and then the Head of the Chair I was responsible for teaching number of courses on International, European and Human Rights Law, developing new courses and curricula, elaborating and providing in-depth training for the staff, which led to the establishment of a new Chair of European and International Law and the first in the region master program on International and European Law. I am the author of more than 38 publications, including textbooks on International Law and Case Law of ECHR.

  
Bar Association of the Republic of Armenia

1998-2008 Executive Director
2008- to date Vice-President

Being the Executive Director and then the Vice-President of Bar Association I am responsible for the development and the implementation of programs and projects in the fields of legal and judicial reforms, protection of human rights and legal education.

  
Presidential Commission on Constitutional amendments

1999-2003 Member

Being a member of the Commission I participated in the development and the adoption of the amendments to the Armenian Constitution, besides I am the author of a number of successfully adopted amendments to the Constitution concerning to human rights guarantees and legal reforms.

  
Council of Europe

Advisory Committee of Framework Convention for the Protection of National Minorities
2004-2008 Member in respect of the Republic of Armenia

Being a member of the Advisory Committee of FCNM participated in the process of evaluating the implementation of the Framework Convention in State Parties. This included the following:
-       examination of State Reports and other sources of information as well as meetings on the spot with governmental interlocutors, civil society representatives and other relevant parties;
-       preparation of detailed country-specific reports reflecting the results of the evaluation;
-       participation in drafting thematic commentaries on different aspects of Framework convention.


European Commission against Racism and Intolerance
2001- to date Member in respect of the Republic of Armenia

Being a member of ECRI, which is entrusted with the task to fight against racism and intolerance in Europe from the perspective of the protection of human rights, in the light of the European Convention on Human Rights, its additional protocols and related case-law, I am involved in ECRI’s main statutory activities:
-       country monitoring,
-       work on general themes,
-       relations with the civil society and specialized bodies.

Projects

Access to Justice in Armenia,
The project was implemented by Bar Association of the Republic of Armenia

1999-2008
Project Coordinator

Being the project coordinator I was responsible for the following:
-       establishment and functioning of the Public Centre for Legal Aid, development and expansion of free legal services to vulnerable groups in Yerevan and in the regions of Armenia; 
-       regular overview and analysis of the applied cases;
-       development of the policy on free legal aid in Armenia and public advocacy for establishment of public defender institution.
As a result, more than 12,000 individuals were provided by free legal assistance and the law on Office of the Public Defender was adopted.     



Training for Lawyers on Case Law of ECHR,
The project was implemented by Bar Association of the Republic of Armenia

2003-2006
Project Director

Being the Project Coordinator I was responsible for elaborating and organizing in-depth training program for legal professionals and human rights activists on case law of European Court of Human Rights.
As a result, a network of qualified ECHR lawyers and human rights organizations was established.



Court Monitoring in Armenia,
The project was implemented by the Armenian Institute for Development

2005-2006
Project Director

Being the Project Director I was responsible for:
-       developing methodology, ethical standards and control mechanisms for court monitoring process;
-       organization of training of the people engaged in monitoring and supervising the monitoring process;
-       leading the process of summarizing and analysis of the results of systematic and thematic monitoring in the context of the Armenian legislation and case law of ECHR.
As a result, a detailed report on implementation of ECHR standards by Armenian courts was published.

  
Strategic Human Rights Litigation in the Southern Caucasus,
The project was implemented by the Armenian Institute for Development

2006-2010
Project Director

Being the director of the project, I was responsible for its implementation which was aimed at the development of the capacity of local organisations of human rights and lawyers for effectively proceeding the protection of human rights by applying to ECHR thereby improving the national legal practice.
My responsibilities included the followings:
-       selection of the cases based on the facts of constitutional and international norms’ violations from various sources, including NGOs and theirs networks;
-       implementation of public advocacy tools such as press conferences, presentations and public discussions for each case;
-       facilitating the process of pursuing the cases and their submission to the European Court of Human Rights.
